The City Council of the City of Columbus, Texas met in special session on Thursday, August 2, 2007 at 6:30 p.m., in the Council Chambers of City Hall located at 605 Spring Street, Columbus, Texas, with the following present:

1.       Call to Order.

Mayor Heffley called the meeting to order at 6:40 pm.

2.       Pledge of Allegiance and Invocation.

Mayor Heffley led the Pledge of Allegiance and the Invocation.

3.       Budget Workshop.

Mr.Meisell began the workshop by reviewing his worksheet on the Balance Sheets from the last five years of audited financial statements.  He said the City is in good financial shape with excess money in the bank.  He recommended spending the money down and allowing for capital improvements to be made.  He stressed that money in the bank doesn’t solve the problems in the field. 

The attached capital outlay worksheet explains the projects Council wants to complete next year. 

Mayor Heffley reviewing the budget worksheets asked if he had money allocated for help with inspections.  Mr. Meisell replied that he is still putting together his ideas.  He expects to need at least one full time person.  He will try to have more information at the next meeting.

Mr. Meisell said he has some ideas on how to increase revenues to help pay for some of+ the additional capital items.  Councilwoman Frnka asked if they could sell the three acres on FM 806.  Mr. Meisell said it is a possibility

Mr. Meisell said the budget before them included a TMRS increase from a 1.50 matching point to a 2.0 matching.  He said it also included a one time payment of $25,000 to pay down TMRS unfunded liability
