Notice is hereby given that a regular meeting of the governing body of the City of Columbus, Texas will be held on

Monday, September 10, 2007 at 6:30 p.m.

 

in the Council Chambers on the second floor at City Hall, 605 Spring Street, Columbus, Texas,

at which time the following subjects will be discussed, to wit:

 

1.         Call to Order.

2.         Pledge of Allegiance and Invocation.

3.         Consent Agenda:

a.       Approval of invoices.

b.       Approval of Minutes of August 27, 2007 Regular Meeting.

c.       Approval of Minutes of August 30, 2007 Special Meeting.

 

4.         Consideration and Action to Approve Invoice from Curtiss Automotive.

5.         Citizen’s presentations and comments.[1]

 

6.         Discussion of City Manager’s Report including Spring Water Well, Cardinal Hill Well, Swimming Pool Closure, HGAC Energy Purchasing Corp, Council Meeting Times, River Status, Revenue Updates, LCRA Update, County-City Communication Issues, TMRS Update, Mercer Controls Meeting, Improvements at Mansfield Building and Girl Scout Hut.

7.          Consideration and Action to Approve an Ordinance 69-07 Adopting the City’s Budget for all Operating Funds for the fiscal year beginning October 1, 2007.

8.         Consideration and Action to Ratify Budgeted Property Tax Increase which will raise more total property taxes than last year’s budget by $29,233 or 6.65%, and of that amount, $4,764 is tax revenue to be raised from new property added to the roll this year.

9.          Public Hearing: Property Tax rate.

10.      Consideration and Action to Approve Ordinance 70-07 to Establish the Property Tax Rate.

11.      Consideration and Action to approve Ordinance 71-07 for Water rates.

12.      Consideratin and Action to approve Ordinance 72-07 for Sewer rates.

13.      Consideration and action to approve The Columbus Cardinal Athletic Booster Club’s Homecoming Parade on Wednesday, October 3, 2007 from 7:30pm until around 9:00pm.

14.      Consideration, Deliberation and Action to Contract for Public Services between the City and the Family Crisis Center.

15.      Consideration, Deliberation and Action to Contract for Public Services between the City and  Combined Community Action, Inc.

16.      Consideration and Action to Approve Contract for Tourism Development and Promotion between the City and the Columbus Convention and Visitor’s Bureau.

17.      Consideration and Action to appoint the City's Representative and Alternate to the Houston-Galveston Area Council's 2007 General Assembly.

18.      Consideration and Action to Approve Resolution 47-07Authorizing the City of Columbus to Participate in the H-GAC Energy Purchasing Corporation.

19.      Consideration and Action to Approve Resolution 48-07 Authorizing Signatory Authority to Execute a Contract through the H-GAC Energy Purchasing Corporation.

20.      Consideration and Action to  Approve a Library Budget Amendment for Memorials Received.
